Dom Luis Fernando Castillo Mendez is born in Venezuela in 1922. Becoming catholic roman priest on the 8th of october 1944 in Solsona in Spain, by dom Valentin Comellas-Santamaria, he left later the Roman Catholic Church and became bishop on the 5th of march 1948 by dom Carlos Duarte-Costa.
He then engaged himself inside the Apostolic Catholic Church of Brazil and he created an important congregation in Venezuela before moving to Brasilia where he built a cathedral and several churches. When dom Carlos Duarte-Costa died, he became President of the Church and Patriarch of the National Catholic Apostolic churches, position that he still holds in Brasilia.
